The /etc/ppp/ip-up were passing a NETCONFIG_VERBOSE variable as
command line option to netconfig assuming it is set to "-v" in
the ifcfg file and not to a "yes" / "no" boolean.

The config file explicitly sets the NETCONFIG_VERBOSE variable
to "no", what breaks the netconfig call from ip-up.
