As mentioned in 60-keyboard.hwdb, the scan code must be given in a hex code
multiple of 2 digits. In your case, pass KEYBOARD_KEY_01dc=brightnessdown,
etc.

But, looking at the output you pasted, the driver does already map the keys in
the kernel level, but its mapping is simply wrong. This implies that the bug
is rather in the kernel driver side, likely toshiba_acpi.

Although you can work around the issue by remapping in udev level, the
fundamental fix would be to correct the key table in toshiba_acpi driver, I
guess. Let's continue tracking on bugzilla kernel.org.
