Steps to reproduce:
1) Start netinst of openSUSE factory
2) On boot cmdline add ssh=2 sshpassword=*****

I am not able to login to machine via ssh (but when I check /proc/cmdline when
localy at machine password is entered correctly)

When I try to change password on console of machine:
# passwd
Enter new password:
Retype new password:
passwd: Authentication token manipulation error
passwd: password unchanged

I have noticed that /etc/shadow is missing in installation system, when I
'touch /etc/shadow' I can change password, and login via ssh.
