Service upower is running in both cases,
0.9.21-2.1.3:

0.9.23-2.4.1:

Interestingly, the console output while starting dolphin is identical under
both upower-versions:
Object::connect: No such signal

Thats also the case for .xsession-errors-:0, the same output is written into
that file under both versions:

I've had debug output enabled for kded and 7020 kded4.
But what I observed after the upgrade of upower to the latest version now is
that the startup-time of Dolphin is not as bad as before with the current
version, although it's still noticeable slower than with the previous version.
I've had the suspicion that the startup time for dolphin increases in
correlation to the system uptime before, this effect might appear now. So I'll
further observe that.
Unfortunately, I wasn't careful enough and got other updated packages installed
during the upgrade of upower, which were:
