After upgrading from 12.3 to 13.1, I can't seem to get the upgrade to work.
The output from systemctl:

I ended up extracting the bits that start the 'protected' mysql daemon and
running that, then running mysql_upgrade -p to force it to ask for my password.

I do have a .my.cnf, but I tried moving that out of the way.
