I just realized that I could try using my phone's SIM card, so I stuck it into my X230, and speak of the devil, low and behold the mobile broadband options now show in the GUI. I tried to see if I could use the phone's 3G access on my laptop, and IT WORKED!
So what we have here, in my humble opinion, is a situation where the GUI is a bit misleading, because it led me to conclude that the 3G modem did not work with NetworkManager in 13.1.
Well, I agree. But that is an issue with GNOME. Please take it up with the GNOMEs.
