I have to admit, I never got around updating the list (or even following gpsd
development recently, as all I'm doing with GPS is with Android devices or
dedicated loggers these days.)

And yes, the GPSD_STARTBYUDEV exists exactly for the reason that not every
device behind a PL2303 USB/RS232 bridge is a GPS receiver and that quite a lot
of non-GPS-devices I've come across get terribly confused if gpsd autoprobes
them. The upstream scripts however (at least last time I checked, and that's
been a while) start/used to start gpsd unconditionally.
