Those command *are* executed ... it may happen that it will be overwritten
later on but the commands are executed.
Please note that after.local is a bash script and will be executed by the bash
line for line and statement for statement. The bash does not work selectivly
only on some statements but on all statements.
To see what fails you may do what I've written, add two lines at start of the
script
exec 2> /run/after.stderr
set -x
and then read the the file /run/after.stderr to see what happens.
Beside this values below /proc/sys are sysctl kernel parameters that is you may
use a local file below /etc/sysctl.d/ like
/etc/sysctl.d/99-local.conf
but note that this is not a bash script but has to have lines like
token = value
e.g.
/proc/sys/vm/dirty_writeback_centisecs = 1500
