It basically ensures it is set up already as a loopback interface in down
state can cause several side-effects. Further, in the setup in the kernel
[which happens on "link up"] only the standard setup is applied, while the
admin may add e.g. scripts, special [host] routes [or address
as we were using in the past]. So it is not pointless.

Further, sysconfig-network takes care it does not stop loopback while stop
action as this may cause several things to become inoperable.
