I have the same problem in a Lenovo x230.
# echo 0 > /sys/class/backlight/intel_backlight/brightness
Press Bright-Up 4 times:
# cat /sys/class/backlight/intel_backlight/actual_brightness
0
Press Bright-Up 1 more time:
# cat /sys/class/backlight/intel_backlight/actual_brightness
68
Press Bright-Up 4 times:
# cat /sys/class/backlight/intel_backlight/actual_brightness
68
Press Bright-Up 1 more time:
# cat /sys/class/backlight/intel_backlight/actual_brightness
136
Press Bright-Up 9 times:
# cat /sys/class/backlight/intel_backlight/actual_brightness

and there's no way to go higher than that, despite the maximum being:
# cat /sys/class/backlight/intel_backlight/max_brightness
4437
Actually, doing: echo 4437 > cat
/sys/class/backlight/intel_backlight/brightness sets the brightness value to
4437, but it seems it doesn't change the actual screen brightness.
