Following steps in another bug I found:
# bluetoothctl
[NEW] Controller E0:CA:94:F9:A7:5B linux-btr12 [default]
[bluetooth]# list

[bluetooth]# power on
[CHG] Controller E0:CA:94:F9:A7:5B Class: 0x0c010c
Changing power on succeeded
[CHG] Controller E0:CA:94:F9:A7:5B Powered: yes
[bluetooth]# scan
Missing on/off argument
[bluetooth]# scan on
Discovery started
[CHG] Controller E0:CA:94:F9:A7:5B Discovering: yes
[NEW] Device CF:AC:9F:E9:34:39 CF-AC-9F-E9-34-39
[CHG] Device CF:AC:9F:E9:34:39 Name: One
[CHG] Device CF:AC:9F:E9:34:39 Alias: One
Looks like the adapter works fine, it's KDE Bluetooth stack issue that it does
not detect the adapter
