It would be good to know which KDE version you are using and from where ?

My assumption is that this would be openSUSE 12.3 with KDE 4.10.4. The actual
cause of the issue is krandr, which is initiating that dialog. In KDE 4.11 a
new method will become available (KScreen), which has a much better recognition
mechanism and allows for screen to be hotplugged, etc.

If you are running openSUSE 12.3, then we will not provide an automatic update
to KDE 4.11, but you would need to add another repository.

Krandr itself seems unmaintained, most likely due to KScreen, so we will not be
able to provide a solution to this specific problem
