[Bug 700416] click in scroll area causes more than one page advance or retard

On a current 13.1M2 (factory-snapshot) HTTP install to host m7ncd with
trackball connected via PS/2 port, this happens on every RMB click on
scrollbar. Both of the following fail to write anything to file:
./evdev /dev/input/event4 > evdevout
./evdev /dev/input/event4 | tee > evdevout

Without attempting to redirect, this is from the screen following one single
LMB click while still on tty2:
