I have an OpenSuSE 12.3 installation which is administered through a serial
console. When the systemd-vconsole-setup service starts, it misconfigures the
terminal so that certain characters now prints wrong. E.g. tilde becomes beta,
left bracket becomes capital A with umlauts. I suspect it tries to set a local
font, but end up sending commands to the remote terminal.

If I forcefully disable the service with `ln -sf /bin/true
/usr/lib/systemd/systemd-vconsole-setup`, the problem goes away. Attempting to
disable it with `systemctl disable systemd-vconsole-setup.service` does not
work. The file /etc/vconsole.conf does not exist.
