OK, did some small checking and you are totally right, looks like udev can't
rename the interfaces.

I've modified manually the rule and used for example 'nic0' and 'nic1' and that
works all the time. Something changed in the code that doesn't do anymore the
renaming correctly, meaning that before if it couldn't rename it (because it
exists) it would try to rename first 'eth0-eth1' and then rename it to the
correct one, but that behavior has changed.

Will try to see how it could be fixed.
