If it works as root but not as normal user it means
that the whole scanning software stack basically works
but there is a permission issue left that causes
that it does not work as normal user.
In this case I cannot help, see my comment#8.
In this case I suggest to open a new separated bug report
with a subject like "scanning works as root but not as normal user".
But as I wrote in comment#8 I suggest that you simply
try to "get those kind of issues out of sight"
via the "Local Host Configuration" for the saned
as described at "USB scanner access permissions via udev" in
https://en.opensuse.org/SDB:Configuring_Scanners

In the YaST scanner configuration, you can set up such a
"Local Host Configuration" via "Other" and "Scanning via Network".
Usually this is the easiest workaround when there are scanner
access problems for normal users.
