A few comments:
Startup time is influenced by a lot of stuff so it won't be easy to identify
why it happens for you.
A Firefox cold start directly after booting takes 10 seconds for me using
WindowMaker as window manager. The amount of RAM should be that much of an
issue.
I can test on KDE a bit later today.
Actually I have no 12.2 installation yet to compare if there is an issue there.
There is a lot of time consumed in IO since the Firefox libs are BIG.
So are your 30 seconds a cold start? Probably not given your reproduction
steps.
And your Debian startup time is also a cold start under KDE? I cannot believe
the 2 seconds for cold start under KDE ;-)
One possibility would be installing "About startup" and checking the output if
there is any information about the slowness there.
