As I found in bug 746595 comment 5, handling of kbd init in sysvinit and
systemd are completely different:
- sysvinit uses kbd init script.
- systemd does not use kbd init script at all. It does things on its own in
following utilities:
/lib/systemd/systemd-localed
/lib/systemd/systemd-vconsole-setup
and this file
/usr/share/systemd/kbd-model-map
There exists /lib/systemd/system/kbd.service, which is a symlink to /dev/null
and prevents calling of /etc/init.d/kbd. If "rm
/lib/systemd/system/kbd.service" helps, the problem is apparently a systemd
issue.
