It is impossible to have both python-base and python3-2to3 as buildrequires in the same spec file (this will return an error). This makes it impossible to build both python2 and python3 versions of many packages in the same spec file. This should really not be in python-base anyway, since it is used by software that is going to be running on python3, not by software running on python2. The change is trivial, just set the python-base spec file to exclude /usr/bin/2to3. The change should also be nearly zero risk, since the only reason to use python2to3 is to develop python3 software so anyone who wants it should have python3 installed. Further, the 2to3 libraries are still installed and usable in python 2, so it should not break any existing python scripts. This change has already been accepted into openSUSE:Factory.
