Additionally, switching to tty1 and then back to tty7 makes the new mouse available, but does not enable the keyboard. I remember there may have been something regarding AutoAdd in the xorg.conf, though there is no sign of it now due to the absence of xorg.conf. hexdump -C /dev/input/event<id for usb kbd> does return data when attempting to type on the usbkbd from within Xorg, so the hardware is functional.
