The first I assume. I have no idea how these packages are composed and who is
doing this packaging. Recently there have been a number of updates on the
kde4-l10n-nl packages, although nothing has changed in the 4.6 branch
translations. I am the coordinator of the Dutch KDE translations, so I should
know. It could be that from the side (Ubuntu) translations are added, or
applications like digikam, which are only in trunk are added to the 4.6
packages.
With openSUSE 12.1 coming up I do not consider this very important. However it
could be that something in the process of packaging is wrong, which means that
also in 12.1, with KDE 4.7, Dutch translations are missing. I already filed a
bug report about missing Dutch translation packages included in the
installation process of 12.1, when Dutch is chosen as the installation
language.
