Plain chkconfig without arguments output is garbled because a) it prints "Note:
Forwarding request to 'systemctl is-enabled syslog.service'." inbetween and b)
mixes different output styles, eg. something likes

Somewhat related, the is-enabled call reports wrong results for sysv services
as chkconfig always exits with 0 but systemd expects != 0 if a service is off.
