Just upgraded few days ago 11.4 -> 12.1 I'm missing whole
settings/administrative sections (empty between "System" and "Run program").

as advised here: https://bugzilla.novell.com/show_bug.cgi?id=707721#c9

ls: cannot access /home/mpapis/.config/menus: No such file or directory

I could not do screenshot - key shortcuts do not work in the menu, and when
trying to use xfce4-screenshoot them menu closes when the app gets focus
again... so the List of menu Items (from top):
Accessories
Development
Games
Graphics
Multimedia
Network
Office
Other
System
-
-
Run Program...
Help
About Xfce
Log out

in 11.4 between "System" and "Run Program..." there was administrative menu
with two submenus - one containing 'xfce4-settings-manager' and second 'yast2'
