Finally implemented in yast2-packager-2.21.12 (Factory, 12.1-M4).

YaST now considers file system properties (journal size, reserved space for
root) and adds some (static) sizes for non-package files (like logs, zypp
cache, RPM DB,...).

In 12.1-M3 yast estimated this disk usage for 6.4GB root partition before
installation (default KDE installation):
free: 3.3GB, used: 3.1GB, total: 6.4GB

While the real usage after installation was:
# df -h /
Filesystem Size Used Avail Use% Mounted on
/dev/sda2 6,4G 3,7G 2,5G 61% /

So the real free space was ~0.8GB less than estimated which is a quite big

After patching the installer the estimated sizes are:
free: 2.6GB, used: 3.8GB, total: 6.4GB
which almost matches the real disk usage.
