This worked despite NetworkManager being used to configure the network. The additional addresses were configured at boot time. With 11.4 this ceased to work. Although, a manual "ifup lo" after reboot still works and brings the additional addresses up. I have not found any way to configure "lo" using NetworkManager. So I file this as a bug because functionality is lost.
