It is not possible to set a password (with passwd) in the rescue system.

The passwd command exits with the following error message:

/usr/share/cracklib/pw_dict.pwd.gz: No such file or directory
PWOpen: No such file or directory

Workarounds are:

a.) Use a password with less than 6 characters

b.) remove 'cracklib' in the line
password requisite nullok cracklib
of the file /etc/pam.d/common-password (thx to David Haller)
