For one, you certainly meant to at least tell us where it "just sits there",
and how it is configured. This is not known to be a general problem.
First thing to try would be "xm sysrq <domain> t", provided you see the guest's
kernel console.
Another option would be to determine whether one or more of its vCPU-s are
still running ("xm vcpu-list <domain>"), and to run /usr/lib64/xen/bin/xenctx
against each of its vCPU-s (the ones that may be spinning are of most
interest).
