If you not have a ~/.gnu-emacs around nor a ~/.emacs just do
cp -p /etc/skel/.emacs $HOME
cp -p /etc/skel/.gnu-emacs $HOME
but only if do have those files in you home ... now you can do
sed -ri 's/^(.*inhibit-eol-conversion.*)/;\1/' ~/.gnu-emacs
but be aware that now you do not see anymore if you're editing
a DOS file instead of a regular text file.
I will not gona fix that as most user do not want this feature
as they do not detect if files around are not regular text.
