Hmmm ... for `cat' nor `ls' there is any programmed completion but

true for ls, not true for cat -- see below

simply the default of the bash. Or do you have installed the package
bash-completion? If not report this bug upstream as I'm not willingly
to add any new completion.

no, bash-completion is not installed anymore for a *long* time for good reasons
(including some suse tickets as you may remember;)

$ rpmqpack | grep bash
bash
bash-doc
$ complete | wc
100 739 4366
$ complete | grep ls
$ complete | grep cat
complete -o default -o filenames -d -F _exp_ cat
$ grep " cat " /etc/profile.d/*
/etc/profile.d/complete.bash:complete -d -F _exp_ ${_file} ${_def} more
cat less strip grep vi ed
$ rpm -qf /etc/profile.d/complete.bash
aaa_base-11.3-7.2.x86_64
$
