If CMOS is localtime it is up to the user to change the CMOS time.
There is no point to save the information that the switch from/to
Daylight Saving Time within the CMOS. Doing this on disk will
not work as normally only users with several OS (e.g. Windows[tm])
do use localtime in CMOS.
If Linux is the only OS on the system the user is strongly enforced
to use the common standard for CMOS wich is UTC. For Windows7[tm]
there seems to be also the possibility to use UTC in CMOS.
