I tracked down the problem due to two factors: 1. some hardware has a notoriously slow PHY bringup - as much as 7 to 8 seconds have been observed with very different hardware (via-velocity.ko, e1000e.ko). 2. (In initramfs, eth0 starts out in the DOWN state.) dhcpcd brings up the interface, but does not wait for the NO-CARRIER flag to be cleared, so that dhcpcd sends the DHCPDISCOVER while the hardware is not really usable - the packet never makes it to the wire. 3. dhcpcd does, if I looked right, exactly one retry - like 4 seconds after the first. However, since the link bringup takes 7 seconds, that second DHCPDISCOVER also vanishes.
