Sorry but why we should introduce artificial dependencies,
the tool insserv was written by me exactly to avoid this.
Also the system facility $network among the most others are
discribed in LSB ...

Beside this for RUN_PARALLEL="yes" we'd like to have large groups
e.g. 07 with more than one service. Only some special services
should be executed as single script such as kbd. Those makefile
like dependcies are found in /etc/init.d/.depend.start

To allow early start within this makefile scheme only a change
in insserv(8) is possible, that is the order of TARGETS in
/etc/init.d/.depend.start .. or .. we change the importance factor
within startpar(8) used for RUN_PARALLEL="yes".


OK just submitted a new sysvinit which includes a modified startpar(8)
.. this is also used by upstart.
