using vpnc is supposed to work with user rights, however OpenSuse does not
allow to create tun device to proceed. This following command works as root,
but not as normal user.
Reproducible: Always
Steps to Reproduce:
1. /usr/sbin/vpnc
2. answer prompt questions
3. fails with the error Failed to bind to 0.0.0.0:500: Permission denied
Actual Results:
antocm@esprimo:~> /usr/sbin/vpnc --debug 99
