This pattern [1] is repeating. There could be some misconfiguration of
wpa_supplicant. It would be good to "killall wpa_supplicant" after the NM is
switched off. Then try ifup/ifdown wlan0 again. Also wpa_gui which comes
together with wpa_supplicant is helpful. In 11.3 this configuration created
with wpa_gui works for me [2].
