Am I understanding correctly that those events happen in Dom0? How many CPUs
does the system have (a full Xen/kernel log would certainly help)? Does the
presence of the DomU matter? Does "xm top" indicate which (one/some/all)
vCPU(s) are getting under high load?

At the point you see the load grow, do other statistics indicate e.g. an
interrupt storm? Also, assuming you're able to observe the behavior that will
eventually lead to the lockup warnings, could you send 'e', '0', 'd', and 'q'
from the serial console to Xen while the system is in this state?
