I have not found a detailed description of the "add, copy, and local" options
for the cicount link parameter. But I'm correct in supposing that, in the case
of KDE:KDE4:Factory:Desktop, the problem is that the links from
openSUSE:Factory use "add" and should use "local"?

It would not only fix the problem but it would even make more sense. I
understand that "add" is there to make sure your new package has a greater
release number than the original and "zypper up" will install it in case the
user has both repositories. But since an openSUSE 11.2 user will not add
openSUSE:Factory as a repository, KDE:KDE4:Factory:Desktop is the "base" repo
and should have an independent release number (that I expect cicount "local" to
give).
