After a fresh install of openSUSE with Gnome there is a bunch of updates
available, but there is no notification by PackageKit. If the first updates
regarding the package management are installed PackageKit shows a notification
about available updates, but after restart/logout there are no more
notifications though there are still a lat available.

I am not sure which additional logs/information are needed, so please ask for
the missing stuff.

Reproducible: Always

Steps to Reproduce:
1. Install openSUSE with Gnome
2. Make sure your repositories are up to date

Actual Results:
No notification about available updates.

Expected Results:
A notification of PackageKit pops up informing be about available updates.
