In case others find this bug report.
Strigi checking all files each time one logs in is a feature, i.e. currently
there is no other way to check whether files have been e.g. deleted.
After strigi finished the indexing, nepomuk starts to work on that index and
create semantics, unfortunately this is not shown in the nepomuk systray
pop-up, so if you do not know about it, you might wonder why nepomuk is taking
that much CPU if the indexer is idle.
https://bugs.kde.org/show_bug.cgi?id=184725 Creating those semantics can take
quite long, yet since it does not use your hdd it should not hinder your work
on a recent computer.
Another issue that can lead to a real re-indexing is that nepomuk cannot handle
external media very well, so it will remove those items if that device is not
mounted and add them again each time you mount it. this can even lead to index
