We had such a mechanism in place years ago to detect such a graphics card
change, but we decided to drop it. Things will get easier with next SUSE
release by dropping the use of xorg.conf and let the Xserver decide which
driver to load. But for 3rd party drivers like nvidia/fglrx, the user will
still need to install this driver somehow first, since we can't integrate these
drivers due to legal reasons. WONTFIX.
