It's actually pretty obvious what the option does: "Ignore some dependencies of
foo" means that the solver has the option to ignore some deps of that package
if there's no way to resolve them. It doesn't do anything else, it just breaks
this one package.
If the package is a library, other packages relying on that library will
probably also not work.
(This is true for the 11.0 solver, I don't know how the 10.3 solver behaves)
