Yes, it probably was rpm -[eiUF]. In such cases, zypper should just process its cache, preferably with displaying a warning about the potential cache inaccuracy.
You're right, it should proceed with what it currently has in this case. For outdated repositories it does this, but apparently not for the rpm db cache. I'll check whether libzypp API allows zypper to use an out-of-date cache.
As for the inaccuracy, some parameters can still be retrieved in readonly mode from rpm to partially mitigate the cache being outdated.
IMO this is not worth the effort.
