Sorry, I didn't realize that this bug is waiting on my input. I looked
into the logs and see many of these requests happening indeed:

# zgrep "GET http://download.opensuse.org/distribution/10\.3/";
/var/log/apache2/download.opensuse.org/2009/06/download.opensuse.org-20090618-access_log.gz
| awk '{print $1}' | sort -u | wc -l
94

# zgrep "GET http://download.opensuse.org/distribution/11\.0/";
/var/log/apache2/download.opensuse.org/2009/06/download.opensuse.org-20090618-access_log.gz
| awk '{print $1}' | sort -u | wc -l
20

# zgrep "GET http://download.opensuse.org/distribution/11\.1/";
/var/log/apache2/download.opensuse.org/2009/06/download.opensuse.org-20090618-access_log.gz
| awk '{print $1}' | sort -u | wc -l
58


That's the log from yesterday, where we see accesses to
10.3 by 94 individual IPs
11.0 by 20 individual IPs
11.1 by 58 individual IPs

Since we switched to aria2c as downloader anyway, I suspect we can close
the bug nevertheless.

The log of entire June doesn't show accesses in this way so far.
