Ok, results:
User needs permissions (polkit-gnome-authorization)

Constraint: Session must be active
to be able to set up encryption and mount the filesystem. Of course, now user
can setup any encrypted internal filesystem (shouldn't matter, there's the
encryption pass phrase), and mount/unmount any internal disk any time, which is
definitely not on.
Also, there is no way for user to close the encryption after unmounting the
filesystem.
With cryptoloop this all worked :(
