Ok, results:

User needs permissions (polkit-gnome-authorization)

polkit-auth --explicit-detail
org.freedesktop.hal.storage.crypto-setup-fixed
Authorized: Yes
Scope: Indefinitely
Obtained: Sun Jun 14 22:36:12 2009 from user (uid 1000)
Constraint: Session must be active

org.freedesktop.hal.storage.mount-fixed
Authorized: Yes
Scope: Indefinitely
Obtained: Sun Jun 14 23:25:33 2009 from user (uid 1000)
Constraint: Session must be active

to be able to set up encryption and mount the filesystem. Of course, now user
can setup any encrypted internal filesystem (shouldn't matter, there's the
encryption pass phrase), and mount/unmount any internal disk any time, which is
definitely not on.

Also, there is no way for user to close the encryption after unmounting the
filesystem.

With cryptoloop this all worked :(
