KDE3 is nearly dropped from 11.2, just a few ones remain for single
applications which are not ported (kdebase and kdelibs beeing one of them)

And this does not qualify for a fix for 11.1 and there will be no more KDE3
included, so this is a wontfix.
About the specific problem, I remember you need to go into the kde settings and
then browse down to the panel settings, there you have the dropdown list. If
you just rightclick the panel for settings it is missing =/
(or vice versa, can't try anymore, but I remember the problem)
So it is not nice, but a workaround =)
Check out 4.2, you will be pleasently surprised, 11.2 will have 4.3, that does
replace KDE3 fine, it's not really decided how to do the transition, there will
propably stay an unmaintained KDE3 in the buildservice
