First attempt with zypper failed A manual download using aria2c succeeded proving the file did exist. After setting ZYPP_ARIA2C=0 zypper succeeded in installing cpulimit. I then updated aria2 package so maybe this bug should be "aria2 package should be a closer dependency of libzypp" I removed package cpulimit I then deleted /var/cache/zypp/packages/etrash directory and reset ZYPP_ARIA2C=1 and zypper in cpulimit which succeeded.
