Also as stated in the initial comment, "The mute button on my keyboard is

recognized for what it is (attempts to reassign it show that it is assigned
properly and recognized)" . I could have been clearer. I *did* attempt to
assign the mute key (via shortcuts) to the mute action, but when I did so it
already showed that it was assigned thusly.
I can /temporarily/ work around the issue (probably) by reassigning the mute
/key/ to toggle mute for just a specific channel, however that is suboptimal.
Ideally, this should "just work" for everybody (hence the reason there is a
more general "mute" action).
I'll note that this worked (still works!) great in KDE 3.5.
