Font sizing techniques in CSS seems to be a rather complicated and
controversial matter. I am a beginner in CSS though.

I know theoretically how it is supposed to be done better - specifying
relative size "small" as a base size, instead of an absolute size, and
relatively scale from there seems to be a common practice.

Jan, which browser do you use? Does font scaling at least work for you
with the current CSS? Or are you using Internet Explorer where font
scaling is known to not work when absolute sizes are used?

Anyway, I changed the base font size to relative now, so the page should
work in all browsers.
