I've no problem, if I type in

Shift-Crtl " a

I get รค as it should even in emacs (Shift-Crtl is mapped to Multi_key
in my setup). And this without any change of the emacs. OK I do not
use GNOME nor KDE but an original emacs form 11.1. What does xev report
for Multi_key (single or multiple key stroke)?
