you could specify "nofail" as option in /etc/fstab, which does exactly
what you want in this case. (the option even existed before and was called
"hotplug" back then)


Skipping non-existant filesystems by default is usually a bad idea for some
storage infrastructures (SAN for example) while on USB I can really understand
your issue ...
