In /etc/sysconfig/security PERMISSION_SECURITY is set to "secure local". KDE 3.5 and Gnome heed those settings, it is impossible to shut down the computer when clicking on reboot or shutdown in the log out box. XFCE in contrast does not. It is (with the same security settings) possible to shut down or reboot the computer.
